The U.S. Department of War's decision to invest in Trilogy Metals Inc. (NYSE American: TMQ) (TSX: TMQ) underscores the strategic importance of domestic copper production for national security and clean energy transition. The company announced it has executed definitive agreements for the previously announced approximately $35.6 million equity investment, which will advance exploration and development of the Upper Kobuk Mineral Projects in northwestern Alaska.
Under the agreements, the department will invest approximately $17.8 million directly in Trilogy Metals and approximately $17.8 million through a transaction with joint venture partner South32 Limited (ASX, LSE, JSE: S32; ADR: SOUHY). Proceeds are committed to the projects. Upon completion, the department is expected to hold approximately 10% of Trilogy Metals on a non-diluted basis. The transaction is expected to close in September 2026, subject to customary closing conditions.
This investment signals a rare direct federal participation in a mining venture, highlighting the U.S. government's focus on securing a reliable supply of copper and other critical minerals for defense and infrastructure. The Upper Kobuk Mineral Projects are located in the Ambler Mining District, one of the world's richest copper-dominant districts, hosting polymetallic VMS deposits containing copper, zinc, lead, gold, and silver, as well as carbonate replacement deposits with high-grade copper and cobalt.
Trilogy Metals holds a 50% interest in Ambler Metals LLC, which owns 100% of the projects. South32, a global mining company, holds the other 50% and has been a key partner since 2019. The investment will bolster exploration efforts focused on the Arctic VMS deposit and the Bornite carbonate replacement deposit, both within a land package spanning approximately 190,929 hectares.
The involvement of the U.S. government is expected to accelerate permitting and infrastructure development, potentially including the Ambler Road, which would provide access to the district. This aligns with the Biden administration's goals to strengthen domestic supply chains for minerals used in electric vehicles, grid upgrades, and defense systems.
